replaced master and slave clutch still wont disengauge

I have read and searched bought pre bled slave and master and yet still my clutch will not disengauge fully I seen in a forum to add two washers on the pivot point is this the cause new clutxch only 10 k on it whining when in neutral but they all do right 02 wrangler 5 speed
