The heck is this noise?!?!?

So for 3 days now my car has been doing this. i've taken the starter off and battery out and had them tested to find out they are alright. i got it running saturday and today but when i got off work it woudn't start again. So i decided to take a video and this is the result. Let me know what you fine people think!



this is while the car is trying to be jumped. Without the jumper cables attached i get zero action out of my jeep.
