Cowl Seal, flawed design.

I know my cowl seal is leaking, but this spring I am putting a new windshield frame on my rig so I am living with it for a few more weeks. Looking at the design of the seal it seems like its prone to failure or is there supposed to be sealant on it when new and applied. To me it just seems like water will find a way behind the seal as its basically just "up against the windshield frame"



Thoughts?
