Street Legal In California

I have a 4" lift kit and 2" Spring Spacers. fenders are not cut, at what point my WJ will stop to be legal in California?



Driving with 265/70/R17, planning to go to 33" or 35" and will cut fenders.



just suspension has been modified, also am I now forced to have the ugly mud flappers?
