94 zj wont turn over. Tried everything

I bought this 94 5.2 limited for 500. The alarm was going off and it wouldnt start and previous owner lost key. Yes I have a clear title to it. So I put a good battery in it. Found the famous purple wire with yellow stripe and grounded it. Bought a new ignition switch and lock cylinder put it in and all lights come on but when I turn the key not even a click. So I figured starter. Pulled it off and had it tested and it's good. Put a new nss and starter relay and still the same. Please help yall
