Fuel pressure problem

My 97 TJ is having the same problem, i installed a new fuel pump and semding unit a few years ago and thought i went junk so i got a very clean tank and what seems to be new fuel pump and sending unit off a guy that is highly known for working on jeeps for a living. Installed this tank and same problem still. If i let it sit for a day or even a week it would fire right up do to going into choke mode, once i drove it for say 15 mins and shut it off...it would take forever to start and when it did it ran rough for a few seconds then it was fine idling. i purged the valve on the fuel rail and now its totally opposite. It will crank over if you let it sit for more then 3 mins but if you shut it off it will fire right back up even if u do it 10 times in a row and this only happened since I purged the valve on the fuel rail. I have no gas leaks in this newer used tanks. When i had my old tank in i had a fuel pressure gauge hooked up on the rail and it lost all fuel pressure and thats why i got this newer tank. I either have ****ty lucky and got another tank with a bad fuel pump or its something else. Last thing....when i purged the valve on the fuel rail...it didnt mist out or shoot out with force it just dribbled out. Its just not holding pressure i assume. Someone help me out on this damn issue
