Ignition lock question

I am looking to purchase a TJ. I have a YJ but am looking for a TJ because my daughter will be driving soon and I want to have air bags. I have found one that has a few repairs needed that I can handle and am hoping to get a good price. When I checked it out you had to push the igintion lock just to shut off the motor. I have had many that have the lock to take the key out but not to shut it off. 2 questions, is this normal? If not is it a large problem.
