Heat problems

So every morning when I leave for school around 7:30 my heat won't turn on and also my wipers don't work, for the whole ride to school and by the time I leave class around 11-12 it works again...I don't know why it won't work in the morning but in the afternoon it does...I'd like to figure this out ASAP because it's damn cold in the morning lol



If anyone has any suggestion I would appreciate it because I'm getting sick from not having heat in this weather haha
