Mini Cats loose??

I always thought I had a slight exhaust leak but did not let it bother me. I was under my jeep the other day and although I can't actually see loose bolts at the mini cat flanges, I can really swing the cats in both directions. I read up a bit and now know its common for them to come loose. Should they be really rigid if they are tight the way they should be? I did hit the bolts with some PB yesterday. Should I just see if they tighten up any?
