TJ Hard to start: Fuel pump or electrical issue?

My jeep has become had to start in the last couple weeks. It cranks for a long time and when it eventually starts in studders and stalls if i take my foot off the gas for the first 30-60 seconds, after it warms up it idles and runs fine.



I was told by a mechanic it was a bad fuel pump, but I measured the pressure at the rail and it was 45 PSI. Mechanic said that pump might be supplying insufficient volume, even though pressure was fine. Is this possible? I have never heard of insufficient fuel volume if the pressure was in spec.



A weird electrical problem has cropped up at the same time though, where the stereo wont turn off even when the key is out, it just stays on until it kills the battery. It started doing this at the same time the hard starts began. Could an electrical issue be causing both problems?
