need help diagnosing enging problem

jeep is an 85 w/258. This winter i installed an HV oil pump and changed oil to 15w-40. I primed the pump using a screw driver/drill setup, at least i thought i got it primed, but now i have a rattle noise. Can't really tell where it's coming from. I also see a miss on the engine tach (for sure around 2000 rpm, but other rpms also) and when i drive it i can tell there's hesitation/loss of power when i see the miss on the tach.

Here's what i've done so far:

1) compression test - all cyl are 120-150, wet and dry, but 2 have a difference of 11 and 21 # between the dry and wet test. There are no prior test results to compare them to though.

2) Jeep had a CDI setup so to eliminate the ignition as a problem i switched everything back to the OEM setup. No change in engine performance, still rattles/misses

3) pulled the valve cover to take a look and all seems OK. No evidence of anything broken or bent, but i didn't dis-assemble anything. Push rods seem ok from rotating them.

4) oil pressure w/HV pump is >60# cold and approx. 30# at idle when warmed up.

My thought is that i have a lifter problem, but am not sure why i would see a miss on the tach from that.

Is there a way to check the lifter operation without pulling the head??
