A different kinda Torx head bolt??

I just received a set of the bars that go from the roll bar to the windshield frame

On the bar there is an adjustment thingy and to hold the adjustment on the thingy is what I thought was a Torx bolt but on closer inspection there is what looks like a "pin" in the middle of the head that prevents me from inserting the Torx tool.

Is this another kind of tool or I am missing something? :confused:
