4.0 Overheating again, input appreciated

I'm having problems with my WJ overheating again.

to start i have an 2004 wj 4.0 awd w/ the tow prep package(both fans)

It started back in may when it would overheat sitting in traffic. Took it to my mechanic and the low speed was bad on the electric fan so he changed that as well as the clutch fan since he deemed it needed replacement as well. everything was fine for about a month until we had a heat wave come thru and my jeep started the same symptoms again. running hot at idle. Then it randomly stopped a week later and i couldn't for the life of me get my jeep to budge from a hair under 210. now its back to running hot at idle again. Took it back to my mechanic and they said both fans were working and recommended changing the tstat. I'm prob gonna do that myself. already have the stock replacement and gasket. but I'm skeptical that it's the issue. the symptoms are telling me its a bad clutch fan but it was just replaced. and i hear it roaring when i first start off and then it goes away when I get to about 20mph. could it some how not be engaging after it first disengages? Or is there a bigger issue?

Sorry ahead of time for the length but I'm just trying to explain as best I can haha.
