Need an engine re-build what way to go in California

My jeep has 185,000 miles and burns a LOT of oil About 1 quart per 400 miles. I have the howell fuel injection on the 258, and it barely passed smog last time. Over the last 5 years, numbers keep moving up, even with a new cat. Last check it was at the absolute max. The way I see it I have 4 options but I am worried about the smog nazis.

1. Rebuild 258 as originally equipped.
2. Rebuild 258, porting existing head making it close to a 4.0.
3. Rebuild 258 with 4.0 7120 head and renix exhaust (for that oem look and egr). (Technically not smog legal, but hard to tell)
4. Build 4.6 "low buck" stroker with above head.

Now I feel all of these are stealth enough to pass, but I am worried about the tuning of the Howell TBI. I contacted Howell, they wont sell me a different chip as I already have the California model.

I am reasonably happy with my current 4.2 I just dont want to be "80% in" all the time to maintain the current 70mph. I have appropriate gear ratio (4.56 with 33's)

Is running a stroker with a TBI a dumb idea? I really don't want to go the engine swap route via referee as I don't think it would pass their detailed inspection if I do a stroker.

Cost wise these are all within $500 of each other, so that does not matter too much to me. I already have access to the 4.0 renix motor w/o electronics I found on craigslist.
