Fuel pump going bad? How can i tell, and what's the best way to replace it?

so the other day, i started my wj to leave work, and i noticed a strange sound coming from the read of the car. it sounded like a humming, but i don't know how to explain it. i work on large boats, and the fuel tanks have big vents. the sound was identical to the sound of the air coming out of those vents when we fill them. like a whooshing sound. i didn't realize it was the pump at first. when i got home i left my windows open, so i turned the key to "on" and i heard the noise for a second, then it stopped. it happens whenever i turn the key on, so i'm sure that's what it is.



then a few days later, it started making a chirping sound. it always makes the other sound now, and intermittently chirps. my question is, does this mean the pump is failing? it isn't a subtle noise either, it drives me crazy because it's pretty loud.



if it isn't failing what could it be? i have 3/4 of a tank so it isn't because it's low. and if it is the pump, what's the best way to fix it? dropping the tank or cutting a hole under the spare tire? i may have to bring it to a mechanic, since i know i can't drop it with that much gas, and i'm afraid to drive it because i don't wanna get stuck somewhere. if anyone has replaced the pump either of these two ways, your input would be great lol i really want to get this fixed. i don't like getting stuck, and the noise is driving me crazy
