I put on my Dana 20 lower gussets, do I need uppers also?

I finally got around to putting in my gussets. It struck me as odd that the kit (From Rusty's) only came with lowers, since the upper part of the inner c looks so much skimpier than the lower half. Any suggestions? Is it more common for the lower to fail? thanks.
