85 CJ7 AMC20 axle woes

Put in a set of Spartan Lockers in the rear, took it for a drive and heard metal on metal sound. Took drums off to find drum had worn a bit off the front of the brake pads and spring retainers due to axle going in and out, 1/4 inch of play on each side. Took axles apart, put in new bearings seals and put it all together and the same 1/4 inch play on each side. When i put the races into the tube, they went in at least 1/8 of an inch and do not stick past tube at all. Bearings are pressed to correct depth on axle shaft. Its as though I need a spacer block btwn the inner seal and the back of the bearing to get it to sit out the 20 to 60 thou to get pre-load on bearing. A 1/4 inch spacer if not a little more. Its all put together correctly, bearing-race-backing plate-seal-dust cover-hub. This is a two piece axle and not the one piece kind, I know the one piece models have a spacer, so here is the million dollar question. HAS ANYONE USED SPACERS ON THE TWO PIECE AXLES TO GET CORRECT AXLE END PLAY BTWN SEAL AND BACK OF BEARING ON THE TWO PIECE AXLE SET UP ? I have had three other friends over to look at this and not one of us can figure out why there is so much play on each side, I am befuddled. Please help.
