If you have done all you can and your cruise control still wont activate with your steering wheel rocker switch try the following...
Remove the battery
Remove the battery tray
Remove the two nuts from under the wheel well and pull up on the cruise control servo, just enough to examine the hoses
Mine were cracked and the one to whats called the "vacuum reservoir" was actually disconnected. This plastic "vacuum reservoir" tank is under the front right headlight and in the very center is a plastic nipple to connect the vacuum line
mine now works like new.
