Jeep won't start

I have a 97 xj 4.0 that won't turn over, when I turn the key everything works except it won't start or turn over, I do here slight clicking on the passenger side inside the jeep but not the from starter I think it's the relays clicking. I already changed the starter and cleaned up the neutral safety switch, we can start it at the starter with a screw driver, the battery tested good. It won't start in park or neutral. I'm really confused, it was working fine yesterday, went to the store and then nothing, any ideas??
