Rocker Rust Repair Idea?

I have a 99 WJ. When I got it, there was about a quarter sized area of rust on the rocker panel in front of the driver side rear wheel well. Now, after just one winter in Wisconsin with extremely heavy salt and being unable to wash it due to frequent -40 degree temperatures, that rust hole has increased to about an 8" long hole. **** whoever thought it was a good idea to use salt on roads, I can drive just fine without it.



Anyway, I think my entire rocker panel will rust away this winter if I don't do anything, so I want to cut out the old panel entirely. The rust is very deep, both the inner and outer panels are rusted through in the spot. I plan on getting rid of the entire panel.



I want to replace the panel with just some steel plate/sheet. The only problem is that I don't own a welder, and don't want to pay for bodywork. I am actually quite good at welding, but I just don't want to bother with it.



Will this work?



1. Cut out old panel and remove all rust.

2. Cut steel sheet to size. Use automotive body adhesive like that 3M stuff to attach steel panel.

3. Repaint everything.
