Rusty, useless, %$&^$ fuel tank skid bolts

Hi everyone, new guy here with a 97 TJ. I have to drop the tank for the fuel pressure regulator, and two of the three bolts on the front side of the skid plate are spinning. I can dremel them off, but before I go hacking & slashing, how do I get replacement bolts in there? Will I just drop them in from the top side of the crossmember? Thanks.
