1989 4.2 wont start it turns over

It turns over but wont start i have new spark plugs ,module, cap, rotor, its been nutted . When at 0 top dead center rotor is at 5 o'clock .and it has a Holley carb I bought a
Weber Carburetor Kit . I am new to jeeps any help Thanks
