97 Cherokee Sport Battery Problem

I have a 1997 Cherokee sport that was handed down to my by my dad. I have always been experiencing small problems that could be fixed with a little time and some elbow grease, but I'm stuck here. Last month the battery died so I replaced it and all was well. This morning (at about 4 AM after some light rain) I went out to start my jeep, and as I turned the key in the ignition, all of the electricals (the ceiling lights, dashboard panel, noise made when key is in ignition) just turn off and nothing happens with the engine. When I pop the hood the interior lights go back on and everything seems normal, but the cycle repeats when I turn the key again.
