Electrical Interior Overhead Light power draw

I've discovered that the circuit for overhead interior light on our 08 JK X continuously passes 1.3 amps. It was bought with about 75k miles from a dealer who knows nothing about the Jeep's history. The light had no bulb in it and the passenger door wires had been cut and taped off. Repaired the door wires and put a square multi-LED "bulb" in the overhead. Everything works fine, except one day my son says that the LEDs glow a tiny bit. I blew it off until the Jeep battery went bad. The battery is original so I figured, no problem. But got to thinking about the glowing LEDs and perhaps something constantly drawing power off battery. I pulled the light and tested the circuit, finding it was still pushing 1.3v. Pop the light back in and 2 of the dozen or so LEDs glow so slightly that can't see it daylight.

Has anyone experienced phantom power usage like this and have an idea where to start tracing the problem? I don't want to start tearing the Jeep apart from one end and eventually find the problem at the other. Without a suggestion, I'll start with the passenger door. Those wires were cut for a reason. Just un plug that one door and check for power draw. Am also going to check for other phantom power draws.
